About the Project

We’re adding more paid parking, new loading zones, and parking spaces for people with disabilities on nine blockfaces in Columbia City. These updates will help make parking easier to find, support local businesses, and keep deliveries and traffic moving smoothly.

SDOT plans to install these changes in January 2026. Paid parking will be in effect Monday through Saturday, from 8 am to 8 pm. Parking is free on Sundays and City holidays.

What's happening now?

We heard from many residents, businesses, and visitors about our draft proposal to expand paid parking in Columbia City. Based on your feedback, we have updated the plan.

The original plan would have changed 13 individual Restricted Parking Zone 29 (RPZ-29) permit parking spaces to paid parking on two blockfaces (sides of streets). Our updated plan is scaled back. Our updated plan would change only four spaces of RPZ-29 on the south side of S Hudson St to paid parking. All other RPZ 29 blocks will remain the same and will continue to cover about 125 blockfaces in Columbia City.

We plan to install the changes in January 2026.

Planned Changes

This map shows the planned parking changes.  We will determine the exact locations of new load zones and parking spaces for people with disabilities during design.

Map of proposed parking areas.

SDOT plans to add 2-hour paid parking, load zones, and disabled parking spaces on:

  • S Edmunds St from 37th Ave S to Rainier Ave S (south side only)
  • S Edmunds St from 39th Ave S to Rainier Ave S (south side only)
  • S Hudson St from 37th Ave S to Rainier Ave S (north and south side)
  • Rainier Ave S from Hudson St to 39th Ave S (east and west side)

On the south side of S Hudson St, between 37th Ave S and Rainier Ave S, parking would change from free 2-hour parking except with a  RPZ-29 permit to 2-hour paid parking for everyone. This change would affect about four parking spaces. Paid parking would be in effect Monday through Saturday, 8 a.m. to 8 p.m.

SDOT will also add 4-hour paid parking, load zones, and disabled parking spaces on:

  • S Alaska St from Rainier Ave to 38th Ave S (north and south side)

Our Restricted Parking Zone Map shows where residents are eligible for RPZ permits and where RPZ permit holders are allowed to park.

Why we're making parking changes

Columbia City has changed a lot since we first introduced paid parking here in 2017. Our parking data shows that finding a parking spot in Columbia City can be tough, especially during busy afternoons and evenings.

Our goals are to:

  • Make parking more available near shops, parks, and other destinations
  • Reduce circling and congestion from people searching for parking
  • Support local businesses by improving parking turnover and customer access
  • Improve access by adding loading zones and disabled parking spaces
  • Better manage parking demand in this busy neighborhood

What's Changing?

In January 2026, SDOT will:

  • Add 2-hour paid parking on 4 blocks near shops and restaurants
This will help open up more parking spaces by encouraging turnover, so drivers spend less time circling. It makes it easier for people to find parking when visiting nearby stores and restaurants.
  • Add 4-hour paid parking on S Alaska St near the Rainier Playfield
To make it easier for park visitors and others needing longer parking, we will add 4-hour paid parking on both sides of S Alaska St from Rainier Ave S to 38th Ave S near the Rainier Playfield. This will improve parking for people visiting the park and people who want to park for longer periods.
  • Change four RPZ spaces to paid parking on one side of S Hudson St
We will also change four parking spaces from RPZ-29 parking to paid parking on the southside of S Hudson St from Rainier Ave to 37th Ave S. This will help visitors find parking more easily on the blocks near Rainier Ave S that have businesses. People who live on these blocks could still get RPZ permits and be able to park on nearby RPZ 29 signed streets.
  • Improve deliveries by adding more load zones
Load zones gives delivery drivers and customers a place to stop briefly, so deliveries are easier and traffic moves more smoothly.
  • Add accessible parking spaces for people with disabilities
We will add disabled parking spaces to make it easier for people with disabilities to park close to where they’re going. This helps everyone can get to shops, services, and community spaces easily.

Next Steps

We took your feedback and updated our proposal. Now, we are sharing the updated proposal with the community. Our next step is to install the changes in January 2026.
