Project Description

What is Occidental Promenade?

Occidental Promenade focuses on Occidental Ave S between S King St and S Royal Brougham Way. This important corridor currently functions as a shared street that accommodates a variety of users, including people walking, biking, driving, delivering goods and services, collecting trash, and vending.

The street connects a growing number of residents, businesses, event attendees, and visitors to Pioneer Square, Seattle’s new waterfront, and other nearby neighborhoods. This presents an exciting opportunity to explore near-term ideas that can help shape the long-term vision for the street.

This project is funded through the People Streets and Public Spaces Program within the 2024 Seattle Transportation Levy.

The purpose of the Occidental Promenade Project is to:

  • Confirm the long-term vision of Occidental Avenue S
  • Understand current needs and opportunities, building on stakeholder input
  • Identify near-term tactical improvements and outline a phased approach for implementation
  • Test ideas to help update the existing Streetscape Concept Plan
  • Understand and plan for ongoing maintenance needs

Project Background

This project is built on the City’s 2015 Street Concept Plan for Occidental Avenue S which aims to:

  • Strengthen pedestrian connections to downtown and nearby neighborhoods
  • Create a more welcoming, people-focused streetscape 
  • Support both everyday use and event day activities

The plan highlighted the need for flexibility, good mobility, and a mix of different types of spaces with high-quality amenities to create a vibrant public realm. It proposed curbless street design to safely accommodate both large event-day crowds and everyday pedestrian and vehicle use.

In 2024, renewed interest in the project grew with the removal of the Alaskan Way Viaduct and the completion of the waterfront improvements. Stakeholders partnered with the Alliance for Pioneer Square and Seattle Parks Foundation to engage residents, businesses, and property owners along the street to better understand current conditions.

What is a Streetscape Concept Plan?

A Streetscape Concept Plan solidifies the vision for what a community wants a street to look and feel like in the future. SDOT, community groups, and other partners work together to create these concepts.

Streetscape Concept Plans describe ideas for street improvements that go beyond typical street design features. They might include recommendations for different materials, moving the curb, adding benches or lights, planting more trees and plants, or other elements that make the street special. They also help guide both public and private projects and are shaped by how the street is used and what’s around it.

Streetscape Concept Plans are adopted into SDOT’s Right of Way Design Manual (Streets Illustrated) through a Joint Director’s Rule. Learn more about draft and adopted Streetscape Concept Plans here.

We’re committed to involving the community every step of the way. Our project team includes Alliance for Pioneer Square and Seattle Parks Foundation. Together, we're working with local businesses, residents, and sports teams in the area.

These key stakeholders will guide the development of strategies and long-term vision for Occidental Promenade:

  • Public Facilities District
  • Nearby businesses

In addition to ongoing engagement with stakeholders listed above, we will also have opportunities to engage with the broader Pioneer Square community and public. Stay tuned to learn more.
