Outreach Staff

Dan Anderson is the Public Engagement Manager, overseeing the team and managing communications and engagement on major projects. In his government career, he's served as a communications manager and public information officer (PIO) at the Seattle Department of Transportation (SDOT), King County Department of Transportation, King County Metro, Portland Bureau of Transportation (PBOT), and for the Mayor of Portland. He has a bachelor's in English literature and master's in business administration from the University of Washington, and a master's in journalism from the University of Oregon. Dan was born and raised in greater Portland, Ore., where his family has sold trucks parts since 1935, and currently lives in Seattle's Capitol Hill neighborhood with his wife, daughters, and cat.

Ching Chan is a Senior Public Engagement Lead supporting the South Sector of the city. She has over 10 years of experience in community development and engagement. Ching has a Bachelor of Arts degree in Community, Environment, and Planning as well as a master's degree in Urban Design and Planning at University of Washington. She had previously worked at SCIDpda, a community development organization serving the Chinatown International District. During her tenure at the SCIDpda, Ching has worked on a number of community-led placemaking and capital projects in the CID.

Ching is deeply passionate about race and social justice as well as learning about different cultures through culinary experiences. In her free time, Ching enjoys volunteering and giving back to the community and exploring local eateries. 

Christa Dumpys is a Senior Public Engagement Lead for the North Sector of the city.  She has been doing community-based work for over 20 years in various roles within government and non-profit organizations.  She hails from the Midwest and has a Bachelor of Social Work degree from St. Olaf College, and a Master's in Social Work degree from University of Michigan.  In between degrees she served in the Peace Corps in Malawi doing AIDS prevention work and also worked in Chicago teaching English to immigrants. A love of the mountains brought her to Seattle after graduate school and she began working for Seattle Parks and Recreation in 2001, overseeing staff and programs at several different community centers.  In 2005 she transitioned to the Department of Neighborhoods (DON) where she served for 12 years as a community liaison.  In her time at DON she spearheaded a leadership training program called the People's Academy for Community Engagement (PACE).  In January 2018, she began working with SDOT's project delivery team with a focus on north Seattle projects.  She has been using her extensive knowledge and experience in north Seattle neighborhoods to lead outreach on complex and large-scale paving, sidewalk, and transit projects at SDOT. 

Darrell Bulmer is a Senior Public Engagement Lead for the Central Sector. He has overseen communications and outreach teams for more than 13 years both regionally and nationally. Most recently, Darrell directed communications at Hopelink, one of the region's largest nonprofits. Prior to that he directed a state agency on the East Coast where he oversaw an array of community development and engagement projects. He served as a registered lobbyist in Washington, D.C., and acted as the spokesperson and media liaison for seven state agencies.

Darrell spent his formal years in England and graduated from college and university there before moving to the United States to study business management and marketing. Throughout college Darrell interned at a theatre in New York providing marketing support for Broadway shows. He went on to produce several live theatre events. In his free time, Darrell visits the gym, explores the wilderness, flies drones, or goes kayaking. 

Jules is a Public Engagement Lead supporting the North Sector of the city. He has over 15 years of experience in community development and engagement. He had previously worked with the City of Seattle in various roles, including as a Capital Projects Planner with the Seattle Parks and Recreation Department, Senior Planner in the Human Services Department, and Strategic Advisor with the Office of Civil Rights. One of his proudest accomplishments was being a co-lead for the Race and Social Justice Change Team working to advance social justice initiatives and undoing institutional racism. He’s passionate about lifting community voices and applying an equity lens in all his work.

Jules grew up in Seattle, graduated from the University of Washington, and lives in the same block in Ballard he used to deliver newspapers to as a kid.  When Jules is not working, you can find him enjoying walks and bike rides with his wife and two children to different parks around the city or volunteering with the Filipino Community of Seattle where he serves as a board member.

Matt Howard is a Public Engagement Lead. Before beginning this role, he was in SDOT’s Street Use division, where he created training materials related to the Accela Olympics and other learning tools. He also provided critical communications support in building out new web content related to the transition and the Safe Start permitting programs and other pandemic-related outreach strategies for the subdivision.

Matt has an extensive knowledge of and commitment to race and social justice work which was informed by his doctoral work from the University of Washington. He brings this subject matter expertise to the job, putting research and community expectations together to craft meaningful outreach materials.

Drue Nyenhuis is a Public Engagement Lead supporting the North and Central Sectors. He has more than 10 years of experience in community engagement and communications, which includes state highway projects with rapid transit integration, utility and transportation infrastructure projects, and building decarbonization.

Drue previously worked in the Mayor’s Office supporting outreach and communications. He is passionate about building community relationships to deliver projects that connect our communities, expand mobility for people of all ages and abilities (and modes!), and improve safety across our transportation system.  

Trilce Villalobos supports public engagement efforts for projects in the Central Sector of the City. She has more than a decade of experience in communications for social change and sustainable human development, including a background in journalism. Trilce has dedicated her career to shedding light on issues at the intersection of social justice and democracy.

Originally from Costa Rica, she moved to Seattle in 2020, bringing to our team a diverse perspective about how to interact and communicate with multicultural audiences.
