Your Voice, Your Choice

Your Voice, Your Choice: Parks & Streets was a participatory budgeting initiative for Seattle residents to democratically decide on how to spend a portion of the city budget on small-scale park and street improvements.

Through this program, the City of Seattle was able to identify and invest in small park and street improvement projects that were community-initiated, community-chosen, and driven by equity.  94 projects were identified, designed and constructed.

History of the Program

The Your Voice, Your Choice program began in 2017 as a replacement of the Neighborhood Parks and Street Fund program, with additional projects proposed in 2018 and 2019.  Selected community-initiated projects were scoped by City staff before they went to a public vote, where projects were identified and then went through design before construction could begin.

The program was paused in 2020 during the COVID-19 pandemic.  At that time, we revisited projects that were proposed in 2019, but unselected, to see if any of them aligned with existing SDOT programs for funding.  We selected five additional projects for construction in 2024-2025.

In 2023-2024, the City of Seattle budget was balanced to close a $141 million dollar revenue gap. The decision was made for the City to turn its focus on other efforts and formally end the YVYC program at the end of 2023.

Although the program is over, the model established by Your Voice, Your Choice (YVYC) has served as a launching pad for the City to explore other large and small-scale participatory budgeting programs.

Active Projects

Most projects under Your Voice, Your Choice have been completed.  Alternative funding has been secured to continue the work on the remaining projects that are still active.

I-5 Offramp onto Olive Way Crossing Upgrades

People traveling the I-5 freeway northbound can exit onto E Olive Way. However, due to its design, people exiting the freeway have limited visibility and must slow from a high rate of speed very quickly. 1st Ave N and Thomas St Crossing Upgrades

The intersection of 1st Ave N and Thomas St experiences extremely high pedestrian demand and vehicle traffic due to its proximity to the Seattle Center. The intersection lacks a signal and marked crosswalk to assist pedestrian crossings. Adding a marked crosswalk and crossing beacons enhances safety for people walking, biking and driving.

What we did:

This project was cancelled in lieu of the Seattle Center Arena Project Community Benefits package.

Neighborhood: Uptown
Construction Completed: May 2019
Total Funds: $45,000

Western Ave, Lenora St and Blanchard St Crossing Upgrades

Western Ave runs parallel to the Seattle Waterfront and connects travelers to many destinations, including the Historic Seattle Waterfront, Pike Place Market, and the Seattle Multimodal Terminal at Colman Dock. To improve connections to these destinations, we’re installing paint-and-post-bulbs at Western Ave and Lenora St, and Western and Blanchard St. We’re partnering with the Vision Zero Program (VZ) to study the potential for additional crossing improvements at both intersections.

What we did:

  • Installed paint-and-post-bulbs on all corners of Western Ave and Blanchard Street.
  • Installed paint-and-post-bulbs on the north, east, and south corners of Western Ave and Lenora St.

Neighborhood: Belltown
Construction Completed: June 2024
Total Funds: $100,000 ($90,000 YVYC, $10,000 VZ)

5th Ave and Denny Way Crossing Upgrades

Heavy traffic volumes along Denny Way, the intersection geometry at 5th Ave and Denny Way, and the width of the road, make crossing 5th Ave very challenging. A new curb bulb, refugee island, upgraded signage and lane markings, calm traffic and shorten pedestrian crossing distances. After further investigation into the existing infrastructure in this area and anticipated changes in this area from projects that were not identified at the time of the project review, the costs to power the pedestrian activated rectangular rapid flashing beacons will exceed the awarded project budget. As a result, the scope of the work has been modified to not include pedestrian activated rectangular rapid flashing beacons and focus on upgrading the signage and lane markings.

What we did:

  • Installed an asphalt median island and painted curb bulb.
  • Upgraded existing signage and lane markings.

Neighborhood: Belltown
Construction Completed: April 2021
Total Funds: $90,000

  • Partner with the Transit Spot Program for crossing and transit improvements.

Total Funds: $84,000

5th Ave W and W Mercer St Crossing Improvements

The 5th Ave W and W Mercer St is a key crossing for many residents to access nearby businesses, residences, and Kinnear Park. We'll add a new pair of rectangular rapid flashing beacons (RRFB) on the east leg, which will enhance the safety for all users at the existing marked crosswalk with refuge island.

What we did:

  • Installed rectangular rapid flashing beacons.

Neighborhood: Uptown
Construction Completed: November 2021
Total Funds: $100,000

Taylor Ave N and Galer St Crossing Upgrades

The Taylor Ave N and Galer St intersection provides an important connection for pedestrians accessing the staircase also known as the Galer Street Hillclimb. The Hillclimb provides an important east-west connection between South Lake Union and the businesses on top of Queen Anne Hill. We'll install new painted curb bulbs with tuff posts at the existing marked crosswalk and adding a new streetlight on the west side of the street at the top of the stairway to improve visibility and enhance overall safety.

What we did:

  • Installed new painted curb bulbs with tuff posts.
  • Installed a new stairway pedestrian light at the top of the stairs.
