Backflow test reporting goes digital effective August 17, 2026
Due to our migration from XC2 to the SAMS Cross Connection application, we have stopped accepting test reports at the SPU_TestReports email inbox. Starting August 17, 2026, all assembly test report submissions must be entered electronically through the SAMS Tester Portal.

What is happening, and when?
Seattle Public Utilities is migrating our backflow prevention database from XC2 to NJBSoft’s SAMS Cross-Connection application on August 17, 2026.
How will this affect me?
Testing Companies and Backflow Assembly Testers (BATs) will have access to a tester portal where they can submit and maintain certifications and test kit calibrations, as well as get access to their customers’ assembly information and submit test results.
NOTE: We will still not be charging to submit test reports, so please make sure that you are not passing on any unnecessary fees or charges to our shared customers!
Will there be a time when I am unable to submit test reports via email?
Yes, we have stopped accepting test reports at the SPU_TestReports email inbox.
Once you have access to the new tester portal and have an account set up, you will be able to enter all unsubmitted reports.
What do I need to do before I can start entering test reports?
Testing Companies
Register your company, your testers, and your test kits.
Backflow Assembly Testers
You will need to register yourself as a “Company”, then add yourself as a tester with your test kit(s).
Are there any significant changes?
To submit test reports, you will need one of the following:
- The “Letter Code” from your customer’s notice
OR - The exact serial number found in our records
BATs testing for multiple companies will need a unique email address for each company.
