Annual Recycling and Reuse Report and Recycler License

Businesses and non-profits that collect, haul, or process recyclable material, including compostable material, and are located or operating in the City of Seattle must submit a complete annual Recycling & Reuse Reports and apply for or renew their Recycler License by March 31 of each year, according to Seattle Municipal Code (SMC, 6.250.080). The 2023 Recycle & Reuse Report is due March 31, 2024. 

Businesses and non-profits play a vital role in Seattle reaching its waste prevention and reduction goals. Your completed annual Recycling & Reuse Report helps inform recycling and waste prevention services and programs.

Based on 2022 reporting, we estimate that businesses and non-profits recycled or composted 214,923 tons of material, or 64.7% of commercial waste. The overall recycling rate for Seattle is 52.8%.

Submit your annual Recycling & Reuse Report

Option 1:  Report online using the Recycling & Reuse Report App – Recommended
(Business and contact information is retained between years.)

Option 2: Download and email the report in Excel

  • Download the 2023 Annual Seattle  Recycling & Reuse Report Excel Form (XLSX)
  • On the menu bar, click on "File" and then "Save As"
  • Name the file using your company name and “2023 Recycler Report,” and click on "Save"
  • Open the Excel file on your computer and enter data in the appropriate cells
  • When you are finished, click on "File" on the menu bar, then "Save"
  • Create a new email, attach the completed form, and send it to spu_recyclerlicense@seattle.gov no later than March 31, 2024.

Note: copy email if needed for use elsewhere SPU_recyclerlicense@seattle.gov.

Failure to submit a complete and accurate 2023 Seattle Annual Recycling & Reuse Report and a Recycler License Application/Renewal by March 31, 2024 may result in fines and statutory fees of $500 or more (SMC 6.202.470).

Recycling businesses and non-profits located or operating in Seattle will receive hard copies of the recycler license application/renewal form in the mail. If your business or non-profit needs another copy, download the license form. The license form and a check for $105 payable to "City of Seattle" must be mailed to:
