Seattle is one of the nation's leaders when it comes to regulating app-based or "gig" work. City Council has passed multiple ordinances that confer rights upon workers in the app-based industry. In addition to those ordinances, City Council passed the Network Company Licensing Fee legislation, Seattle Municipal Code 6.700, in 2023. This ordinance requires covered app-based companies to obtain a license and payment of a fee based on online orders to the City. This RFP is funded by the Network Company Fee.
The goal of this RFP is to collaborate with community organizations to conduct outreach and education with workers on Seattle's App-Based Worker Minimum Payment and App-Based Worker Deactivation Rights ordinances. These are the ordinances that the Network Company Fee specifically funds. This RFP will provide funding to community organizations to increase workers’ awareness and understanding of the rights provided by these two labor standards.
