App-Based Worker Legislation

In 2022 and 2023, City Council passed three ordinances providing rights and protections for app-based workers.

  • App-Based Worker Minimum Payment Ordinance (SMC 8.37) goes into effect on January 13, 2024, providing covered app-based workers rights to minimum payment, transparency, and flexibility.
  • App-Based Worker Paid Sick and Safe Time Ordinance (SMC 8.39) goes into effect for Food Delivery Network Company workers on May 1, 2023, and for all the other app-based workers on January 13, 2024, providing covered workers with paid sick and safe time.
  • App-Based Worker Deactivation Rights Ordinance (SMC 3.40) goes into effect on January 1, 2025, providing several deactivation-related rights and protections for covered workers.
