Shoreline 5th Avenue Underground Cable Replacement
Project Description
We are upgrading the underground electrical infrastructure to provide a more resilient and reliable power system. Crews will install new conduits, cables, vaults, and streetlights. This work will help reduce the risk of unplanned power outages and improve electrical service for residents.
This project is split up into two phases:
- In Phase 1, crews will work along 5th Avenue between NE 155th Street and NE 147th Street. We expect construction for Phase 1 to begin in spring 2027 and last until the end of the year.
- In Phase 2, crews will continue working along 5th Avenue between NE 155th Street and NE 165th Street. Phase 2 construction will follow the completion of Phase 1.

Construction will occur along 5th Avenue in Shoreline.
What's Happening Now?
Project Update (September 2026): We are currently designing both phases of the project. We expect to complete the design and begin construction on Phase 1 by Spring 2027. As we get closer to construction, we will invite customers to a pre-construction public meeting to learn more about construction impacts.

This work will result in enhanced electrical reliability and reduce the likelihood of unplanned power outages in the area.
Anticipated Impacts
- Power outages are required to complete the work safely. We typically notify affected residents five days in advance of any planned power outages.
- Crews will work in the public right-of-way (e.g., street and planting strips). They will cover active work areas with steel plates outside of construction work hours. These plates are safe to drive on.
- Private service connections to homes are not included in this work. If homeowners would like to upgrade their property’s electrical service, they will need to submit an electrical service request. Please review our electrical service guidance for more information.
During construction, customers can expect:
- Limited parking and sidewalk access.
- Limited driveway access to houses closest to active work areas. Vehicles will be able to pass during non-working hours.
- Traffic signs and flaggers redirecting pedestrian and vehicle traffic to maintain safety.
- Traffic delays near active work areas.
- Some equipment noise during work hours.
- Restoration to follow Seattle Department of Transportation guidelines.
- City Light’s Resident Engineer onsite daily to monitor project activities.

Estimated Completion: We expect to finish construction for both phases by the end of 2028.
