Project Description

Seattle City Light crews will be replacing overhead fiberoptic cables between several utility substations in the southwest Seattle area. This work is needed to provide reliable communications between City Light's electrical substations and operations network.

What's Happening Now?

Project Update (August 2021): This work resumed earlier this month. City Light crews will be replacing overhead fiberoptic cables over State Route (SR) 99 and 509. The reliability work will result in traffic impacts on Aug. 27. 

Limits of rolling slowdowns on SR 99 and SR 509


To complete this work safely, Washington State Patrol troopers and construction crews must intermittently conduct rolling slowdowns of traffic in both directions of SR 99 and 509 to ensure safe work operations and passage for motorists. Traffic will be intercepted and escorted at slow speeds up to 15 minutes as crews pull overhead cables across the freeways. Traffic will return to normal speeds once vehicles pass the work area. 

Rolling slowdowns will occur from 12:01 a.m. to 4 a.m. on Friday, August 27. Construction will impact vehicle traffic on SR 99 and 509 in the following areas:

State Route 99

  • Northbound: South 116th Way/Tukwila International Boulevard to South 96th Street
  • Southbound: South Kenyon Street to South 100th Street

State Route 509

  • Northbound: South 96th Street to South 128th Street
  • Southbound: South Kenyon Street to South 106th Street
Drivers should expect delays and plan to use alternate routes during construction. Real-time traffic information is available on the WSDOT mobile app and the WSDOT Traffic Twitter feed

  • This work is needed to provide reliable communications between City Light's electrical substations and operations network.

Anticipated Impacts

  • Crews will be replacing overhead fiberoptic cables between several substations in the southwest Seattle area. The planned cable routes will run between the following City Light facilities:
    • South Substation to Delridge Substation
    • Delridge Substation to Duwamish Substation
  • Customers can expect temporary parking, sidewalk and traffic restrictions during this project. Flaggers will direct traffic through the work zone.
  • Some noise is expected from construction activities.
  • Maintenance power outages are not expected. If outages are needed, customers will be notified in advance.
  • During this project, City Light will have the opportunity to upgrade infrastructure and replace utility poles that are in poor condition.
  • The project will require rolling slowdowns on State Route (SR) 99 and SR 509. Details about this phase of work will be shared with customers once a construction schedule has been determined.

  • Construction Start: Mid-July 2020
  • Daily Work Schedule: Mon-Fri: 7 a.m.-5 p.m., Sat/Sun: 8 a.m.-5 p.m.
