Draft 2025 Annual Action Plan (AAP)

The City of Seattle announces the release of the updated Draft 2025 Annual Action Plan (AAP) for Housing and Community Development. This updated Draft 2025 AAP includes revised federal funding allocated to the City of Seattle in May 2025 and information on the planned programs and services supported with prior year funding and 2025 fund sources including; $8,917,476 in Community Development Block Grant (CDBG) funds; $2,854,823.19 in HOME Investment Partnerships Program funds; $795,737 in Emergency Solutions Grant Program (ESG) funds; and $3,754,246 in Housing Opportunities for Persons with AIDS (HOPWA) funds; from the U.S. Department of Housing and Urban Development (HUD).

The publication of this Draft 2025 AAP responds to HUD requirements for the City of Seattle to access these funds. The Plan outlines strategies to address the housing, homeless, community and economic needs of the City's low and moderate-income residents and neighborhoods during the 2025 program year.
