Investing in Community Safety
The City of Seattle Human Services department (HSD) Safe and Thriving Communities (STC) Division is investing in a continuum of services supporting people and communities in Seattle that are directly involved in, and impacted by, gun violence. This RFP is a key component of the One Seattle Restoration Framework, a comprehensive approach to ensure that everyone, in every neighborhood, is safe and feels secure.
What We Fund
Through this RFP, HSD will select organizations to provide services across a continuum of prevention, intervention, and restoration strategies with the goal of further reducing gun violence. HSD recognizes that lasting community safety cannot be achieved through a single approach, therefore, this RFP will invest in a service model comprised of the following three strategies:
- Intervention Services to concentrate services in places and for people involved in the majority of gun violence in Seattle through the following:
- Hospital-based intervention
- Intensive individual services
- Place-based interventions
- School Safety Services to improve students’ sense of safety; and
- Supportive Services to provide case management and resource navigation to participants
Up to $14,700,000 is available through this RFP. Initial awards will be made for the contract period of April 1, 2026 through December 31, 2026. While it is HSD’s intention to renew agreements resulting from this funding opportunity on an annual basis through the 2029 program year, future funding will be contingent upon provider performance and funding availability.
Who Should Apply
We welcome applications from any legally constituted entity that meets the standard HSD Agency Minimum Eligibility Requirements and any additional requirements outlined in the Guidelines and Application.
How We Evaluate Applications
Eligible applications are reviewed by a rating panel made up of subject matter experts and individuals with lived experience. Proposals will be evaluated against the rating criteria listed next to each section of questions in the application. Highly rated proposals will describe how the organization will meet all rating criteria.
In-Language Support

Information Session & Technical Assistance
HSD will offer two information sessions, one in-person and one virtual. The in-person session will be held on Tuesday, September 30, 2025, from 10:00am-12:00pm (PDT) at the El Centro De La Raza Centilia Cultural Center located at 1660 S Roberto Felipe Maestas Festival Street, Seattle, WA, 98144. See Frequently Asked Questions for transportation/parking information. The virtual session will be held on Thursday, October 2, 2025, from 2:00pm-4:00pm (PDT) through Microsoft Teams, which will be recorded and made available on this webpage. Any organization interested in learning more about this RFP is encouraged to attend one of these sessions and ask questions. Attendance is not required.
The Last Day to Submit Questions will be Monday, November 3, 2025 by 5:00pm (PDT). HSD will not provide individual notice of changes; and applicants are responsible for regularly checking this web page for answers to questions, process updates, clarifications, or amendments. HSD will not pay for any costs that organizations may incur while they are preparing their application, providing information requested by HSD, or participating in the selection process.
Communities Rise is contracted to provide free consultation to give applicants feedback on draft proposals for the 2025 Community Safety RFP. The consultant can help with explaining the application, framing the application, and brainstorming potential responses to the application questions. Please note: consultants can help edit potential responses but cannot write the application. To schedule an appointment, fill out the online intake form, by clicking on the link. Priority will be given to those who meet eligibility requirements and submit a completed form at least five business days before the application due date. Forms will be accepted after that date, but assistance is not guaranteed.

Completed application submissions are due by 12:00pm (PDT) on Wednesday, November 12, 2025. Applications may be submitted electronically via:

Any risks associated with submitting a proposal by email are borne by the applicant. Applicants will receive an email acknowledging receipt of their application. No faxed or mailed applications will be accepted. If you do not receive acknowledgement of your emailed application, please contact Sola Plumacher at Sola.Plumacher@seattle.gov before the deadline to verify receipt.
