Investing in Congregate Meals for Older Adults in King County

The Aging and Disability Services (ADS) Division of the City of Seattle Human Services Department (HSD) is seeking applications from organizations interested in helping older adults maintain their quality of life and age in place by addressing their nutritional needs.

“Congregate meals are served at community sites where older people can also socialize, form and maintain relationships, enjoy activities, and get connected to other services and resources,” said ADS Director Mary Mitchell. “For centuries, and across cultures and religions, the communal meal has played a key part in building community. Maintaining those connections for older adults helps them stay healthy and independent.”

What We Are Funding

The 2024 East and South King County Congregate Meals RFQ is a re-procurement of a portion of the Senior Congregate Meals released as part of the 2023 Congregate Meals for Older Adults RFQ. This RFQ will ensure older adults receive nutritious and culturally relevant meals at identified senior and/or community centers in East and South King County.

Approximately $502,450 is available through this RFQ from the Older American’s Act Title III C(1) and Nutrition Services Incentive Program (NSIP). Initial awards will be made for the period of January 1, 2025–December 31, 2025. While it is the City’s intention to extend agreements resulting from this funding opportunity on an annual basis through the 2027 program year, future funding will be contingent upon performance and funding availability.

HSD intends to award one organization per senior and/or community center (referred to as a “meal site”). Organizations may apply to provide meals at multiple meal sites. If there are no viable applicants for a meal site, HSD reserves the right to directly allocate funds to an organization that can fulfill requirements in this RFQ or find an alternative solution.

Organizations may apply to serve multiple meal sites but may not be awarded funding for all the sites in the application. HSD expects that applicants will accept the award and deliver services to the sites that were awarded.

Who Should Apply

We welcome applications from any legally constituted entity that meets the standard HSD Agency Minimum Eligibility Requirements (found in the sidebar on the previous page) and any additional requirements outlined in the Guidelines and Application. How We Evaluate Applications

Eligible applications are reviewed by a rating panel made up of content matter experts and individuals with lived experience. Proposals will be evaluated against the rating criteria listed on pages 3-4 of the application.

Information Session

An Information Session will be held on Tuesday, September 17, 2024, starting at 1:30 p.m. PDT via Microsoft Teams online virtual meeting technology, which will be recorded and made available on this webpage. Any agency interested in learning more about this RFQ is encouraged to attend the session and ask questions. Attendance is not required.

The Last Day to Submit Questions will be Tuesday, October 8, 2024, by 5:00 p.m. PDT. HSD will not provide individual notice of changes; and applicants are responsible for regularly checking this web page for answers to questions, process updates, clarifications, or amendments. HSD will not pay for any costs organizations may incur while they are preparing their application, providing information requested by HSD, or participating in the selection process.
