In July 1998, the Mayor and City Council authorized the creation of a Civic Center Master Plan, which was completed in July 1999. The following year, the City of Seattle began work on design and construction of the Civic Center to replace the Municipal Building and Public Safety Building and house the majority of the City's downtown work force in the new Justice Center (opened in fall 2002), City Hall (opened in summer 2003) and the Seattle Municipal Tower (purchased in 1996 and formerly known as "Key Tower"). The project also included a plaza at City Hall, completed in the first quarter of 2005.

The Labor Standards Advisory Commission is charged with advising the Office of Labor Standards, Mayor, City Council and other City departments on labor standards, including wages, working conditions, safety, and the health of workers. The Commission also provides input and feedback to the Office of Labor Standards on the implementation of labor standards ordinances.
The City of Seattle created a new Office of Labor Standards (OLS). OLS is mandated to implement the City's labor standards for Minimum Wage, Paid Sick and Safe Time, Wage Theft, Fair Chance Employment (limiting the use of conviction and arrest records in employment decisions), Secure Scheduling, Hotel Employees Protections Ordinances, Domestic Workers Ordinance, Commuter Benefits Ordinance, Transportation Network Company Legislation and other laws that the City may enact in the future.
The Seattle Lesbian, Gay, Bisexual, Transgender, and Queer (LGBTQ) Commission advises the Mayor, City Council and City departments about issues of concern affecting the LGBTQ community. The Commission recommends policies and legislation, brings LGBTQ communities together with the larger Seattle community through long-range projects, and ensures City departments fairly and equitably address issues affecting and involving Seattle's LGBTQ communities as individuals and as a protected class afforded accessibility and inclusion to the services of the City of Seattle.

On August 5, 2014, Seattle voters approved the Seattle Park District, a metropolitan park district authorized by Chapter 35.61 of the Revised Code of Washington. The Seattle Park District has the same boundaries as the City of Seattle and the Seattle City Council members serve as the Park District's Governing Board. Property taxes collected by the Seattle Park District will provide funding for City parks and recreation including maintaining parklands and facilities, operating community centers and recreation programs, and developing new neighborhood parks on previously acquired sites.
