The Department of Education and Early Learning (DEEL) is seeking information from research and evaluation firms to support the continuous quality improvement of Seattle’s youth mental health investments. The Seattle Youth Mental Health Initiative supports equitable access to behavioral health services for Seattle youth ages 13-24, including school-based counseling, telehealth, universal screening, outreach, and community-based wellness hubs. 

Our goal is to identify qualified firms who may be interested in an opportunity to contract with DEEL to evaluate citywide youth mental health services. Request for Information (RFI) responses will be used to inform DEEL’s decision-making process about a future evaluation solicitation. This RFI is for information-gathering purposes only and does not constitute a formal solicitation or an obligation to issue an evaluation contract. The RFI will be open for submissions from Friday, November 7, 2025 through Tuesday, November 25, 2025.

Who can apply

DEEL is seeking responses from  research and evaluation firms that demonstrate: 

  • Experience with mixed-methods evaluation
  • Expertise in youth behavioral health and/or youth development
  • Capacity to engage youth and community stakeholders in evaluation processes
  • Commitment to culturally responsive and equitable evaluation practices   

Firms responding to this RFI are encouraged to apply for the City of Seattle Consultant Roster (see reference links below). Nonprofit organizations are exempt from this step.

DEEL will accept responses from firms until Tuesday, November 25, 2025, 11:59 p.m. PST.
