Families, Education, Preschool, and Promise 2025 Levy Renewal Process

The Families, Education, Preschool and Promise (FEPP) levy funds important services that keep Seattle’s children and youth safe, healthy, and ready to learn. In the November 2025 general election, Seattle voters demonstrated their strong support for sustained and expanded FEPP levy investments.
About the Proposed 2025 FEPP Levy
The voter-approved 2025 FEPP Levy renewal will invest $1.3 billion from 2026-2032 in three key areas:
Ready To Start: High-quality preschool for three- and four-year olds, with free tuition for low- and middle- income families, child care co-pay support, supports for families with children prenatal to age three, and direct payments to childcare workers.
Ready To Learn: Free expanded learning supports for Seattle youth including school-day, afterschool, and summer academic, enrichment, and mentorship programs; funding for five new School Based Health Centers bringing the total citywide to 34; and expanded school safety and student mental health services.
Ready To Launch: Tuition-free college at Seattle Colleges accessible for all Seattle public high school graduates through the Seattle Promise program, supported transfer pathway to University of Washington-Seattle, and scholarships to grow a diverse workforce in high-demand careers such as education, trades, and the public sector.
Planning Process Updates

Levy Renewal Ordinance & Vote
In April 2025, the Every Child Ready Intiative was announced, with new and renewed programs proposed for inclusion in the Families, Education, Preschool, and Promise Levy renewal. In June 2025, the Seattle City Council considered the FEPP levy proposal and voted to approve the ballot measure. The FEPP Levy legislation was signed, officially placing the FEPP Levy (Proposition 1) on voter’s November 2025 ballot. Nearly 80% of Seattle voters approved the proposal—the highest approval rating in the 35 year history of City of Seattle education levies.
Implementation Planning
City Council is required to vote on a FEPP Levy Implementation and Evaluation (I&E) Plan that outlines the spending priorities, grant schedule, and expected outcomes for the six-year Levy. The Mayor’s Office will submit the FEPP I&E Plan to Council in Spring 2026. To support development of the Plan, DEEL will continue to build on their engagement and planning efforts, including community conversations with existing FEPP partners and the broader Seattle community.
