Regional Centers Planning

What is a Regional Centers Plan?

The designated Regional Centers identified in the Mayor’s One Seattle Comprehensive Plan — Downtown, Uptown, South Lake Union, Capitol Hill/First Hill, University District, Northgate, and Ballard — are home to a significant share of Seattle’s residents and workers. We have begun the process of planning for each of these centers toward becoming more equitable, vibrant, and resilient places in the future.

Our process is grounded in the citywide policies established in the One Seattle Comprehensive Plan and the Puget Sound Regional Council’s (PSRC) adopted Regional Centers Framework. Each of our Regional Centers Plans will be appended to the One Seattle Plan upon their adoption and be certified as some of PSRC’s “Regional Growth Centers.”

Each plan will include place-specific policies and have the ability to focus investment and implementation tools guided by each community’s interests and visions for its own future — with an approach that integrates and plans for:

  • A collective 20-year vision
  • The environment, Climate Change, and adaptation to improve health equity and ecology
  • Public services to ensure facilities can accommodate the planned level of growth for each neighborhood
  • Transportation  policies and projects promoting multimodal connectivity
  • A thriving, robust, and sustainable local economy
  • Housing to meet our future needs and curb displacement
  • Land use and development patterns for long-term resilience
