Select Committee on Citywide Mandatory Housing Affordability

Update

On March 18, 2019 the Council unanimously passed legislation to implement MHA citywide.

By a vote of 9-0 Council passed:

  • Council Bill (CB) 119443, which amends the Comprehensive Plan in order to implement the MHA program citywide passed;
  • Council Bill 119444, which implements the MHA program citywide by amending the Land Use Code and amends the Official Land Use Map to make changes to zoning designations across the City also passed as amended; and,
  • Council Bill 119445, amending the Land Use Code and Official Land Use Map to implement the MHA program on a transit-oriented development site in Northgate passed as amended.

The proposed rezones to implement MHA in parts of the University District were removed from the Citywide legislation for additional technical work. MHA implementation in the University District will be considered as Council Bill 119483.

To deliberate and review the suite of actions related to implementing the Mandatory Housing Affordability program citywide, including changes that would allow for more units and taller buildings in the City's urban villages, urban village expansion areas, and all places with multifamily or commercial zoning in exchange for a requirement that new development contribute to building affordable housing for middle-income earners.

Purpose

The purpose of the Select Committee on Citywide Mandatory Housing Affordability (MHA) is limited to considering actions needed to implement MHA citywide including changes to land use regulations, zoning designations, comprehensive plan language and maps, including neighborhood Plan policies and changes to Urban Village Boundaries on the City’s Future Land Use Map (FLUM); and development standards for all multifamily and commercial areas not excluding areas previously rezoned to implement MHA (portions of the University District; Downtown and South Lake Union; Chinatown/International District; Intersections at 23rd Avenue at Jackson, Cherry and Union; and Uptown Urban Village).

To review the proposed legislation, the City Council has formed a Select Committee, comprised of all nine Councilmembers, to review the MHA legislation in committee. The Council will also conduct an extensive public engagement process before voting on the legislation, including lunch-and-learn events, public hearings, and participation in community open houses hosted by the Department of Neighborhoods and the Office of Planning and Community Development.
