We'd like to invite you to participate in the 2026 Stormwater Code and Manual update by attending the public meetings and providing comments. See below for more information.
Upcoming Meeting Dates
- April 9, 2026 - Governance & Utilities Committee discussion of the proposed 2026 Stormwater Code.
- May 14, 2026* - Governance & Utilities Committee anticipated vote to recommend passing the legislation.
- May 19, 2026* - Full City Council Meeting anticipated vote to adopt the proposed 2026 Stormwater Code.
* The Council will confirm the agenda prior to the meetings. Refer to the City Council website for detailed information and to confirm the agenda items.
How to Comment
To comment on the proposed Code during the Council Committee meetings, refer to the published agenda for each meeting. Agendas can be found on the City Council website.

Directors’ Rule Public Review Draft (Stormwater Manual) – March 2026
The public review for the Stormwater Manual for the Directors’ Rule Public Review Draft was held from March 18 - April 1, 2026.
January 14, 2026, Virtual Public Meeting for Second Draft
We held a public meeting to share the changes in the second draft of the Seattle Stormwater Code and Manual on January 14, 2026. You can view the meeting at the link below:

September 25, 2025, Fall Listening Session
The fall listening session clarified the rationale for some of the changes, confirmed we understood the comments we received during the first public review, and provided for an open discussion for questions and feedback.
July/August 2025, Public Comment Period for First Draft
The first public review draft comment period was July 8 - August 15, 2025. We've posted the draft documents on the Project Documents page.
July 15, 2025, Virtual Public Meeting
We held a public meeting on July 15, 2025 to describe the proposed changes in the 1st first draft of the 2026 Stormwater Code and Manual.
