Meet the Director

Calvin W. Goings is the Director of Finance and Administrative Services (FAS) for the City of Seattle. In this role, Calvin serves as a member of Mayor Jenny Durkan's Cabinet. Calvin leads a department with over 800 employees and a $300 million annual budget.Calvin W. Goings with FAS teams.

During the COVID-19 pandemic, Calvin's priority focus has been emergency management logistics and services. In this capacity, Calvin served as the Chief Executive Officer of the largest civilian-led mass vaccination site in the U.S with the Community Vaccination Site at Lumen Field Event Center. The public-private partnership brought together hundreds of community volunteers, clinical staff and City staff and provided more than 100,000 vaccinations in just under three months. The team at FAS also successfully launched the City's COVID-19 testing sites, procured and distributed PPE to 14,000 staff and leads the City's reopening planning.  

Previously, Calvin was the Chief of Staff for City Light, the nation's 10th largest public utility. As a principal utility executive, Calvin led outreach to the Mayor's Office, elected officials, City departments, major customers, industry leaders, regional businesses and community organizations.  

Before joining the City of Seattle, Calvin served for over seven years as a member of President Obama's economic development team leading the U.S. Small Business Administration (SBA) in the Pacific Northwest, where he focused on resiliency and economic empowerment by expanding SBA support to women-owned, New American-owned, LGBTQ-owned, and BIPOC-owned small businesses.  

Prior to the Obama Administration, Calvin spent eight years in county government leading emergency planning and community development efforts impacting equity, transportation and land use.  

In the private sector, Calvin led theCalvin W. Goings with President Obama statewide Washington Credit Union Foundation which supported cooperative financial institutions as they actively engaged around resiliency and economic empowerment, specifically in communities of color.  

Outside of work, Calvin has also focused on inclusion and eliminating barriers by serving as a past member of the Board of Directors for the Greater Seattle Business Association, the nation's largest LGBTQ Chamber of Commerce.  

Calvin also volunteered on the Chancellor's Advisory Council for the Seattle Community College system and as a Mentor for the University of Washington's MBA Program.  

Calvin is a lifelong resident of the Pacific Northwest. Together with his husband David Ham and his son William, they live in Seattle's Belltown neighborhood.
