The 2025 Families, Education, Preschool, and Promise (FEPP) Levy Oversight Committee (LOC) was established by City Ordinance 127238 to advise and make recommendations to the Mayor and City Council on levy-supported programs and to monitor the progress of those investments in meeting intended outcomes and goals. 

About the 2025 FEPP Levy

FEPP logoIn November 2025, 80% of Seattle residents approved the $1.3 billion FEPP Levy renewal. Additional information and updates about the 2026 FEPP Levy can be found on the Department of Education and Early Learning’s webpage

Highlights of the approved FEPP Levy include:  

  • $658.2 million for Early Learning, providing:  
    • Doubling of affordable childcare slots, from 600 to 1400, to benefit even more kids and their working families 
    • An addition of 600 more slots – across the city – for the nationally recognized Seattle Preschool Program  
  • $235 million for K-12 Health and Safety, including: 
    • Five more of the highly utilized School Based Health Centers, to provide physical health care as well as mental health care, both in person and via telehealth; violence prevention efforts, and school safety services 
  • $82.5 million for post-secondary education and career support: 
    • Universal access to a free two-year college degree  
    • Expanded pathways to the trades through Seattle Promise  

The FEPP levy's intended outcome is that students in historically underserved groups, including African American/Black, Hispanic/Latino, Native American, Pacific Islander, underserved Asian populations, other students of color, refugee and immigrant, homeless, English language learners, and LGBTQ students, are achieving academically across the preschool to post-secondary continuum.  

About the LOC

The 2025 Levy Oversight Committee (LOC) was established by Ordinance to make recommendations about FEPP funded programs and monitor the levy's progress in meeting intended goals. Since 2018, the LOC has reviewed and recommended legislation such as the FEPP Implementation and Evaluation Plan and the use of FEPP funding to establish the Emergency Child Care program for essential workers in response to COVID-19. LOC members have also served on funding review panels for FEPP investments.  

The FEPP Levy Oversight Committee consists of seventeen members, twelve of whom are by appointment for their professional, personal, or research experience associated with the growth and development of children, including student academic achievement and post-secondary and job opportunities. Appointed members also have a demonstrated history working with or representing students from historically excluded groups. 
 
The five additional LOC members include the Mayor of Seattle, the chair of the City Council Committee overseeing education investments, the Superintendent of Seattle Public Schools, a designated representative of the Seattle School Board, and the Chancellor of Seattle Colleges.
