2023 Seattle Preschool Promise Process Evaluation RFP

The Seattle Department of Education & Early Learning (DEEL) is seeking an evaluation consulting team to conduct a process evaluation examining the implementation and effectiveness of the Seattle Preschool Program’s (SPP) specialized and non-traditional classrooms. SPP, and the cost of this evaluation, is funded by the 2018 voter-approved Families, Education, Preschool, and Promise Levy. 

The purpose of this solicitation is to:  

  • Observe implementation patterns across dual language, special education inclusion (SPP Plus), and family child care classrooms.  
  • Explore the connection between specialized classroom settings and child outcomes, including developmental progress and kindergarten readiness.
  • Obtain recommendations for program improvement or adjustment to support child outcomes.

Selection Criteria and Cost: 

Researchers and evaluation consultants with expertise in early childhood education, mixed method research, and culturally responsive evaluation practices are eligible to submit proposals. A consultant will be selected through a competitive review process for a maximum award of $250,000.

Timeline:

Eligible applicants will submit a proposal online no later than Friday, September 22, 2023, 11:59 p.m. PST. DEEL will notify successful applicants by October 26th, 2023.
