Policy Updates — Draft A&F Plan and Housing Funding Policies

Overview and Background

Following the adoption of the 2023 Seattle Housing Levy in November 2023, the Office of Housing (OH) has drafted major updates to its Housing Levy Administrative & Financial Plan (A&F Plan) and Housing Funding Policies (HFP). These policy documents guide the Office of Housing’s investments in affordable rental and for-sale housing in Seattle. The A&F Plan and HFP are updated and adopted by ordinance every two years. 
 
The A&F Plan and HFP are important technical documents that guide Office of Housing programs. The drafts presented for comment are based on the current policies, but incorporate the following changes: 

  • New programs and direction from 2023 Housing Levy legislation.
  • Input collected from community and stakeholders over the last few years.
  • Feedback from sessions held in November 2023 and March-April 2024.
  • Issues identified by OH staff during their work.
