We are working in partnership with Sound Transit and have developed a first proposal for changes to on-street parking around the future Judkins Park Light Rail Station area. We are proposing changes to reduce the likelihood of all-day commuter light rail parking on neighborhood streets when the Station opens in 2025, and we’d like to know what you think!
Our Proposed Plan

- We are proposing two new Restricted Parking Zones (RPZs), one north of I-90, and one south of I-90. RPZ signs would be placed next to residential addresses, limiting parking to a maximum of 2 hours from 7 AM to 6 PM, Monday to Friday, unless you have a permit.
- We are proposing 2 or 4-hour parking limits during the daytime next to non-residential places, like businesses, schools, churches, and parks.
- We plan to establish new load zones where they are needed, for easy loading and unloading of people and goods.

Next Steps
After reviewing your feedback, we will update our plan and schedule a public hearing for summer/ fall 2024.
Project Background and Purpose
The opening of the future Judkins Park Light Rail Station will bring increased demand for parking in the surrounding area. As part of the Environmental Impact Statement (EIS) process, Sound Transit is required to mitigate potential “hide and ride” parking impacts in neighborhoods near new light rail station areas, specifically the areas within ¼ mile of the new light rail station. Sound Transit and SDOT have an agreement to work together on these mitigation efforts, with SDOT taking the lead in developing and implementing changes. Using a combination of parking studies, parking management tools and input from the communities around the new station, we will develop an on-street parking plan that will be guided by the following goals:
- Minimize potential parking impacts of the new Judkins Park light rail station on surrounding neighbors, businesses, and organizations by preventing all-day commuter parking on neighborhood streets
- Prioritize residential access and short-term access for local businesses, schools, organizations, and parks. Promote walk, bike, and transit connections to and from the new light rail station.
Community Outreach
We are engaging communities around the future Judkins Park light rail station to gather feedback and understand conditions as we develop a plan for managing curb space in the neighborhood. Engagement efforts will include individual meetings with organizations, mailers, website updates, an online survey, social media outreach, blog posts and potentially door-to-door outreach. Any new Restricted Parking Zones (RPZs) will also require a public hearing.
