First Hill Revitalization
Overview

The City recently changed First Hill’s residential parking requirements to better reflect car ownership trends in the neighborhood, based 2000 Census data on car ownership and its excellent transit service and proximity to jobs and services.

These changes are consistent with City and neighborhood goals for developing more market-rate housing on First Hill close to jobs and downtown. See Background page for more details.

The proposed amendments would accomplish the following within the First Hill Urban Village:

  • Revise the minimum residential parking requirement for multifamily uses to 0.5 parking space per residence. The 2000 Census shows an average of 0.56 vehicles per household on First Hill.
  • Modify the City’s State Environmental Policy Act (SEPA) parking policies as they affect First Hill to be consistent with the proposed parking requirement.

PARKING PROPOSAL PASSED
Council proposed and passed an ordinance to reduce the parking requirement (just one part of the Mayor's proposal).  Items from the Mayor's Broadway Proposal that are not in the parking reduction ordinance are pending further consideration.

Recommendations for regulation changes in First Hill to encourage housing development have been forwarded Council (see Proposed Legislation Report, Legislation Report Supplement, or Proposed Legislation).
