Queen Anne/Magnolia Board Members

David Nemens
Position: Community Representative
Term: First
Term expires: April 4, 2010
 
David Nemens is the director of community development for the City of Covington. Prior to that, he worked as a public sector planner, as a planning consultant (including ten years as principal of his own firm), and as a landscape architect. He has skills in urban design, land use planning, neighborhood outreach, stakeholder involvement and public speaking. He is a licensed Landscape Architect in the State of Washington, and a member of the American Institute of Certified Planners. He has lived in the City of Seattle since 1978. He is the Vice Chair, Advisory Council, Puget Sound Clean Air Agency, and served on the Board of Directors of Environmental Works, a community design studio on Seattle's Capitol Hill. He holds masters degrees in urban planning and landscape architecture from the University of Michigan in Ann Arbor, a certificate in landscape architecture from the Harvard Graduate School of Design, and a baccalaureate in English Literature from Hamilton College in Clinton, New York. 

Lipika Mukerji
Position: Design Professional Representative

Lipika Mukerji Design Review Board

Lipika Mukerji is an architect who has worked at LMN Architects. Prior to LMN, she has worked at Perkins Will, Robert Harrison and PLACE Architects, all in Seattle. She also has worked at architectural design firms in London. She focuses on green building and use of green technology in architecture. She is a registered architect, LEED accredited professional, and is a board member and treasurer of the Association of Women in Architecture Seattle. She holds a Masters and Bachelors degree in architecture from the University of Cambridge in the United Kingdom.

 

Mark Garrell
Position: Development Representative
Term: First 
Term expires: April 4, 2010
 

Mark Garrell is a development associate with Trammell Crow Residential, responsible for land acquisition, entitlements, and supervision of the development process for projects in the Seattle Metro Area. He has seven years of planning and development experience with an emphasis in sustainable, high density, mixed-use housing. He is a LEED accredited professional and holds a Master of Urban Planning from the University of Washington and a BA in Political Theory from the University of Virginia.

 

David Delfs
Position: Local Residential Representative
Term: First
Term expires: April 4, 2011
 
David Delfs Design Review Board

David Delfs is a real-estate investor and developer. He is a project manager for CDB General Contractors, which specializes in custom residential projects and small to mid-size commercial projects. He is a long time resident of Queen Anne and served on the Queen Anne Community Council, including its Land Use Review and Planning Committees. He set up a committee to capture community input and write Queen Anne-specific Design Review guidelines. He was a member of the Picture Perfect Queen Anne and Bicycle Alliance of Washington, and was a founding member of Sustainable Queen Anne. He earned an MBA from Seattle University and a BA from the University of Iowa.

 

John Rose Jr.
Position: Local Business Representative
Term: Second
Term expires: April 4, 2011
 

John Rose Jr. is a senior project manager at Burgess Design. He has 28 years of experience in architecture, interior design and design build, 14 years in facility programming and space planning, 10 years in construction management, and 2 years in sustainable growth management planning. He has a long list of volunteer experience, most notably on the Redmond Design Review Board and the City of Sammamish's Planning Advisory Board, where he championed a village planning concept to concentrate growth. He is a registered architect, and holds a Bachelor of Architecture and a Bachelor of Building Science degree from Rensselaer Polytechnic Institute.

Join the Design Review Board
In April 2010, the Mayor and City Council will appoint twelve new volunteer Design Review Board members to replace those retiring members whose terms are expiring. Applications are due December 10, 2009 for two-year terms that begin April 4, 2010. A list of the upcoming openings is in the appendix of the Design Review Board application.
