Roles and Responsibilities
Board Member:
- Professional Orientation and Training
- City Council-Staff sponsored training
- Review and understand applicable city ordinances and background reports and documents
- Read applicable literature (Walkers text, etc.)
- Police ride along(s)
- Police training (use of force, self defenses, firing range etc.)
- Police roll calls
- Attend and graduate from Community Policing Academy
- Introductory meetings with stakeholders in community
- Attend National Conference (NACOLE)
- Office of Professional Accountability Oversight (OPA) and Review
- Read and review systematic sample of closed OPA cases
- Read and review targeted cases (Taser, Chief Reversal Cases, etc.)
- Meet Quarterly with OPA Director and OPA Auditor
- Write and present reports on OPA system activities and process
- Track and review closed cases that are brought to the Board by citizens and/or identified due to their high profile nature
- Full fill other duties as outlined in the enabling legislation
- Review other OPA process and programs (i.e. mediation program)
- Track complaints made against OPA
- Policy Development and City Leadership
- Develop oversight policy for consideration by city leaders
- Conference with City Council, Mayor, Chief of Police and other leaders to review and develop oversight policy and process
- Attend City Council Meetings to present reports and/or discuss policy and process
- Lobby elected leaders on key policy issues
- Convene Community Leaders to review and discuss key policy issues
- Organize community presentations to elected leaders
- Provide input and support to City Leaders during police labor negotiations
- Community Building and Stakeholder Interaction
- Attend Community Meetings with key groups
- Attend meetings and interact with the local news media
- Communicate on a regular basis with community stakeholders (e-mail and other stakeholder rosters)
- Sponsor forums on police accountability
- Support local community groups in their efforts concerning police accountability
- Facilitate citizen access to the OPA process
- Board Process and System Development
- Establish and implement Board meeting processes
- Establish Board policy and procedure
- Establish Board Strategic Plan
- Attend regular and special monthly Board meetings
- Produce regular reports
- Attend Annual Board Retreat
- Communicate regularly with fellow Board Members (via e-mail, phone and meetings)
- Respond to PDA requests and other city processes
- Develop and lobby for Board budget
Chair of the Board: (in addition to the above Board duties)
- Administrative Leadership and Lead Board Contact:
- Spokesperson for the Board
- Handle Press inquiries
- Develop Board Agenda
- Liaison with City Council Staff
- Contact point for all City Leaders
- Coordinate communication between Board Members
- Presides over Board meetings
- Allocates work assignments to Board Members
- Follow-up on assigned tasks to insure completion
- Lead budget development
- Formally transmit reports
- Set retreats and special functions
- Facilitate strategy development
- Lead community outreach efforts
- Value Based Leadership
- Model the accountability and oversight values
- Enable others to act
- Facilitate dialogue
- Encourage doing the "right thing"
- Convene leaders to address problems
- Set a positive and problem solving tone for the Board
- Be accessible to all in the community
