COMMITTEE REPORTS/FINAL VOTE ON LEGISLATION Discussion and vote on Bills, Resolutions and Clerk Files. FULL COUNCIL: 1. C.B. 116306 Relating to the termination of the Premises Use and Occupancy Agreement between the City of Seattle and the Professional Basketball Club, LLC: authorizing the Seattle Center Director to take actions related to the termination of the Premises Use and Occupancy Agreement. INTRODUCED August 18, 2008 (Conlin) 2. C.B. 116307 Relating to City employment; authorizing the Mayor to sign and/or execute a memorandum of understanding between the City of Seattle and the Public Service and Industrial Employees, Local 1239 regarding compensation for employees involved in the removal of materials associated with illegal encampments; and providing payment therefor. INTRODUCED August 18, 2008 (Licata) TRANSPORTATION COMMITTEE: 3. C.B. 116296 Relating to sidewalk cafes and amending the City's Street Use and Land Use Codes, creating a new Section 15.16.012, repealing Section 15.16.030, and amending Sections 15.02.046, 15.04.015, 15.16.010, 15.16.040, 15.16.050, 15.16.060, 15.16.070, 15.16.080, 23.76.006. PASS AS AMENDED (Drago, Clark) 4. C.B. 116300 Related to the Seattle Municipal Code; amending Section 11.14 of the Seattle Municipal Code to define "car sharing," "car sharing vehicle" and "car sharing zone"; amending Section 11.16.280 to add explicit authority for the Traffic Engineer to determine the location of and establish car sharing zones; amending Section 11.72 to make it an infraction for an unauthorized vehicle to park in a car sharing zone; and, amending Section 11.31.121 to identify the monetary penalty for an unauthorized vehicle parking in a car sharing zone. PASS (Drago, Clark, Licata) HOUSING AND ECONOMIC DEVELOPMENT COMMITTEE: 5. Res. 31081 Authorizing the Director of Housing to enter into a Multifamily Housing Limited Property Tax Exemption Agreement between the City of Seattle and Linden 143 LLC for new multifamily rental housing to be constructed as part of a mixed-use project on property situated at 909 North 143rd Street, Seattle, Washington, under Seattle's Multifamily Housing Property Tax Exemption Program, Chapter 5.73 SMC. ADOPT (Clark, Burgess) 6. Res. 31082 Authorizing the Director of Housing to enter into a Multifamily Housing Limited Property Tax Exemption Agreement between the City of Seattle and 17th and Jackson LLC for new multifamily rental housing to be constructed as part of a mixed-use project on property situated at 1700 South Jackson Street, Seattle, Washington, under Seattle's Multifamily Housing Property Tax Exemption Program, Chapter 5.73 SMC. ADOPT (Clark, Burgess) ENERGY AND TECHNOLOGY COMMITTEE: 7. Res. 31053 Endorsing the City Light Department's Wholesale Energy Risk Management Policy and establishing it as the policy governing wholesale energy risk management at the City Light Department. ADOPT AS AMENDED (Harrell, Conlin, Godden) PLANNING, LAND USE AND NEIGHBORHOODS COMMTITEE: 8. C.B. 116218 Relating to historic preservation, imposing controls upon the Joshua Green Building, a landmark designated by the Landmarks Preservation Board under Chapter 25.12 of the Seattle Municipal Code, and adding it to the Table of Historical Landmarks contained in Chapter 25.32 of the Seattle Municipal Code. PASS (Clark, Burgess, Conlin) 9. C.F. 308565 Petition of 2203 East Union LLC to rezone a 16,200 square foot parcel of land at 2203 East Union, from NCP2-40 to NCP2-65 (Original project Number 3006949; new project number 3005925/Type IV). GRANT AS CONDITIONED (Clark, Burgess) 10. C.B. 116289 Relating to land use and zoning; amending Chapter 23.32 of the Seattle Municipal Code at page 112 of the Official Land Use Map (Vol. 8 of Plats, Page 68, Records of King County), to rezone property located at 2203 East Union Street from Neighborhood Commercial 2 Pedestrian with a 40 foot height limit (NC2P- 40) to Neighborhood Commercial 2 Pedestrian with a 65-foot height limit (NC2P-65), accepting a Property Use and Development Agreement in connection therewith, and modifying parking requirements. (Jim Mueller, C.F. 308565, DPD Project 3005925) PASS (Clark, Burgess) FINANCE AND BUDGET COMMITTEE: 11. C.B. 116303 Amending the 2008 Adopted Budget, including the 2008- 2013 Capital Improvement Program (CIP); changing appropriations to various departments and budget control levels, and from various funds in the Budget; lifting provisos; creating positions, some of which are exempt from the civil service; and abrogating a position; adding new projects, and revising project descriptions and allocations in the 2008- 2013 CIP for certain projects; all by a three- fourths vote of the City Council. PASS AS AMENDED (Godden, Clark, Conlin, Licata) 12. C.B. 116304 Authorizing, in 2008, acceptance of funding from non- City sources; authorizing the heads of the Department of Information Technology, the Department of Parks and Recreation, the Human Services Department, the Office of Intergovernmental Relations, the Seattle Police Department, and Seattle Public Utilities to accept specified grants and private funding and to execute, deliver, and perform corresponding agreements.
