1884-1890

Ward System Established

The City Charter was amended at the election of November 25, 1883, dividing the City into three wards and providing that the Common Council be increased to nine members, elected for two-year terms. At the election, Northrup and Keenen were added to the Council until the next election in 1884. At the 1884 election, one member was elected from each of the City's three wards for one year, and two others from each ward were elected for two-year terms. Thereafter, all members were elected to two-year terms.

The City Charter was amended in February 1886 to decrease the size of the City Council to eight members, elected for two-year terms, and to increase the number of wards to four. At the general election of 1886, each of the City's four wards elected two Council members, one for a one-year term and the other for a two-year term. Thereafter, all members were to be elected for two-year terms.
